The appraisal management in the civil service is done in three stages: 1. Planning stage: The planning is done by both the employee and the supervisor coming into agreement as to what is the KPI. Contract of the employee. Both must sign the KPI agreement. 2. Monitoring stage: The supervisor is expected to monitor the performance of the employee under his/her supervision to ensure that everything is working as expected. During this monitoring, both of them need to open up and ensure that every grey area has been tackled to ensure good performance. 3. Appraisal stage: The appraisal must be done through mutual discussions between the supervisor and the employee. Every decision being taken by the supervisor requires the agreement of the employee being appraised. Conclusion: PMS has come to improve our performance on the Job. PMS is not only for promotion, it also used for training needs assessment and to measure the performance of the employee,the organisation and the government at large.
