Communication in the civil service is not the same as communication else where. There are particular channels of communication that is akin to the civil service. In the civil service, briefs, memos, newsletters and so on are used as communication channels. Not every document in the civil service is open to the puplic. There is what is called the oath of secrecy. Every verbal pronouncement in the civil service must be documented before it can be implemented.
